Hi,
You can use Alert solved status option in Interstage BPM Analytics Studio or Dashboard. By using Unsolved at this option, X mark will not be shown when you resolved all alerts.
For Interstage BPM Analytics Studio:
This option is located in View Profile > Alert condition > Alert display condition > Alert solved status.
For Dashboard:
This option is located in Left side bar > Alerts > open Alert Condition > Configure > Alert solved status.
Note: Dashboard setting keeps only current session. Also, Summary of alerts will not be affected by dashboard's Alert solved status setting. If you need to keep setting or need to affect Summary of alert, please use Analytics Studio.

There are three choices to show or not show alerts by alert solved status.
All (Default): This option is used for showing both solved and unsolved alerts.
Solved: This option is used for showing only resolved alerts.
Unsolved: This option is used for showing not resolved alerts.
Therefore, to remove flashing red X from chart, please use unsolved option. Then, if you resolve all alerts which is associated to the chart, flashing red X will be removed.
7/26 Update

The charts which was opened in BPM Console doesn't work "Unsolved" option. In this case, flashing red X will not be removed. It might be a bug. I'll check with dev team about this issue.
