Fact: EDGAR Filer Manual Volume II Version 18

Fix:
XWand Toolkit Version 12.0.0 validates EDGAR Filer Manual Volume II Version 17, while XWand Toolkit Version 12.0.1 validates EDGAR Filer Manual Volume II Version 18.
